This page provides the latest HAZECO electricity tariff applicable to consumers across the Hazara Division. Below you can find slab-wise unit rates for domestic, commercial, industrial, agricultural, and other consumer categories as notified by NEPRA.
Electricity tariffs are subject to change due to fuel price adjustment, quarterly tariff adjustments, and applicable taxes. The final payable amount may therefore differ from the basic unit rates listed below.

Protected Domestic Consumers

Protected consumers are domestic users who consume electricity within the protected monthly unit limits defined by NEPRA.

Am I a Protected or Unprotected Consumer?

Use this quick guide to find out which tariff applies to you:

Step 1 — Sanctioned load: Is your connection sanctioned for less than 5 kW?
→ NO: You are on TOU tariff (see Time of Use section below). Stop here.
→ YES: Continue to Step 2.

Step 2 — Monthly consumption: Did you consume 200 units or fewer this month?
→ YES: You may qualify as a Protected consumer (lower rates apply).
→ NO: Your entire bill this month is calculated at Unprotected rates.

Step 3 — Consistency check: Have you exceeded 200 units in any past six month?
→ If yes in any single month in past six months, that next six months will billed at unprotected rates.
→ Your classification resets fresh every billing month.

Important: Life Line consumers (up to 50 units or 51–100 units) are a separate
sub-category and are NOT entitled to slab benefits — they pay flat Life Line rates.

Unprotected Domestic Consumers

Unprotected consumers are domestic users whose monthly consumption exceeds the protected slab limits. Their per-unit rates are higher compared to protected consumers.

As per S.R.O. 279(I)/2026 dated 12-02-2026, the Government has further aligned domestic tariff structure to reflect fixed cost recovery. Fixed charges are now an integral component of tariff design to ensure sustainability of distribution companies and grid stability.

What Are HAZECO Peak and Off-Peak Hours?

Time of Use (TOU) tariffs charge different rates depending on when you use electricity. HAZECO follows the NEPRA-defined time windows below:

Tip: If you are on a TOU meter, running your washing machine, water motor, or iron after 10:00 PM instead of during the evening peak hours can noticeably reduce your electricity bill.

Under the revised tariff structure notified vide S.R.O. 279(I)/2026, fixed charges remain applicable to TOU residential consumers regardless of monthly energy consumption.

Important Tariff Conditions & Minimum Charges (A-1 Residential)

Protected vs Unprotected Consumer Classification (As per Authority’s Decision)

  • Protected residential consumers are those whose electricity consumption remains within the protected limits defined by NEPRA and who meet the eligibility criteria prescribed by the Authority.
  • Residential life line consumers are not entitled to any slab benefit.
  • If a consumer exceeds the protected consumption limit in any billing month, the entire consumption may be billed under unprotected tariff rates, as applicable.

Minimum Monthly Customer Charges (A-1 Tariff)

Under Tariff A-1 (Residential), a minimum monthly customer charge shall apply only in slabs where fixed charges are not applicable. For slabs with fixed charges, the notified fixed charge will apply even if no electricity units are consumed.

  • For consumers where monthly fixed charges are applicable, no minimum charges shall be applied, even if no energy is consumed.

These minimum charges are applied as per NEPRA-approved tariff terms and are subject to revision by the Authority. Consumers are advised to refer to their electricity bill for final applicable charges.

Time of Use (TOU) Applicability for Residential Consumers

Under Tariff A-1 (Residential), electricity billing is subject to Time of Use (TOU) where applicable.

  • Residential consumers with a sanctioned load of 5 kW and above shall be billed under TOU tariff, with different rates for peak and off-peak hours.
  • Residential consumers with sanctioned load below 5 kW are generally billed under non-TOU tariff, however, they may opt for TOU metering subject to applicable rules and availability.

Under S.R.O. 279(I)/2026 dated 12-02-2026, the industrial tariff structure remains numerically unchanged; however, the Government has reiterated its policy of gradual tariff rationalization and alignment of fixed cost recovery to ensure sustainability of the power sector.

Minimum Monthly Charges: Under Agriculture Tariff (D-Category), a minimum monthly charge of Rs. 2,000 per consumer per month shall be applicable, even if no energy is consumed.

Clarification Under Latest SRO

Temporary supply tariffs continue to reflect higher fixed cost recovery under S.R.O. 279(I)/2026. These connections are billed at non-subsidized rates due to their short-term nature.

Seasonal Industrial Supply Tariff (F-Category)-Seasonal Industrial Consumers

Applicable Tariff Rate

Seasonal industrial supply shall be charged at 125% of the corresponding applicable industrial tariff, as notified by NEPRA and applicable government SROs.

This means that seasonal industrial consumers will pay one-and-a-quarter (125%) times the corresponding regular industrial tariff rate for the same load and voltage level.

Conversion Option Between Seasonal & Regular Tariff

Note:
Consumers under Tariff-F (Seasonal Industrial) have the option to convert to Regular Industrial Tariff and vice versa.

This option may be exercised:

The seasonal tariff multiplier remains unchanged under S.R.O. 279(I)/2026. Industrial consumers opting for seasonal supply continue to be billed at 125% of the applicable industrial tariff rate.

Tariff for residential colonies attached to industrial premises remains unchanged under S.R.O. 279(I)/2026 and continues to be billed under the uniform tariff framework without protected consumer classification.

Why Your Bill Differs From the Tariff Rates Above

The unit rates on this page are base tariff rates approved by NEPRA. Your actual monthly bill includes several additional components:

1. Fuel Price Adjustment (FPA) What it is: A monthly charge (positive or negative) approved by NEPRA to reflect changes in the actual fuel cost of generating electricity versus the fuel cost assumed when the base tariff was set. Who approves it: Central Power Purchasing Agency (CPPA-G) submits monthly FPA data; NEPRA approves the pass-through to consumers. How it appears: As a separate line item on your bill, labelled “FPA.” Can it be negative?: Yes. If fuel costs fall below projections, FPA is negative — meaning it reduces your bill that month.

2. Quarterly Tariff Adjustment (QTA) What it is: A periodic true-up approved by NEPRA every quarter to recover or refund costs not covered by the base tariff. How it appears: As “QTA” on your bill, spread across multiple months.

3. Taxes & Government Levies

  • General Sales Tax (GST): 18% on the taxable portion of your bill
  • Electricity Duty: varies by province
  • PTV Licence Fee: Rs. 0/month (Removed from electricity bills as per the latest government notification)

Real Bill Example: Unprotected Consumer, 280 Units

This example shows how HAZECO calculates a bill for a domestic consumer
(A-1, load < 5 kW) who consumed 280 units in a month — placing them
in the Unprotected 201–300 unit slab.

Base Calculation:
Units consumed: 280 kWh
Slab: Unprotected 201–300 Units
Fixed Charge: Rs. 350 (per kW/Month, assuming 1 kW sanctioned load)

Billing Demand & Maximum Demand Indicator (MDI)

For electricity connections where fixed charges are applicable on a per kW or per kVA basis, billing demand is calculated in accordance with NEPRA-approved tariff conditions.

Billing demand shall be the higher of:

  • 25% of the sanctioned load, or
  • Actual Maximum Demand Indicator (MDI) recorded during the billing month.

This billing demand is used to calculate monthly fixed charges, regardless of total electricity units consumed.

This is why consumers may see fixed or demand charges on their bill even when energy consumption is low.
